A lot of the jobs with lesser descriptions on oDesk are mostly on a much smaller scale. Larger projects (which taken part in from time to time) are more likely to have consultation fees already budgeted, and they expect to break down the workload and billing into clear section (consultation, graphic design, front end coding, backend programming, promotion/seo)...and a many of them will post their consulting jobs prior to posting the development jobs. For smaller projects (we're talking less than $1000), it may not be economically feasible for the buyer to pay a consultation fee on top of development fees. Honestly, there are pros and cons to both sides...but that's where your own personal judgment comes into play. Sometimes, yes, consultations could be paid for, especially for large projects.
